The Health and Disability Commissioner has completed its review of the Code of Health and Disability Services Consumers’ Rights (the Code) and the Health and Disability Commissioner Act 1994 (the Act), and recommendations were delivered to the Minister of Health on 20 December 2024.

Overall, they found the Act and Code are generally working well but have recommended small changes to both the Act and the Code to align with modern expectations, help shift practice in the sector, and improve the way HDC operates.

While we know there’s still a long way to go, Budget 2025 did provide a few positives for our sector worth acknowledging. Disability Support Services funding has gone up by one billion dollars over four years – so that’s around $250m of new funding for the next four years. Importantly, we’re seeing an increase to ongoing funding, not just one-off boosts.
